An order of 4 November 1944 called for the establishment of four Me 262 reconnaissance Staffeln at a rate of one per month, starting on 1 January. On 17 November, Gen.d.A. laid down that there were to be two Gruppe staff flights of four aircraft while the Staffeln themselves would have 12 aircraft apiece. Each Staffel was to be organised so that it could operate divided into two or three Kommandos which would be as mobile as possible.

The plan was contingent on deliveries of 5 aircraft in December; 20 each in January and February; 25 in March; 30 in April; and 25 in May. Alowance was made for a 35% loss rate.
